It's Songkarn Water festival in Thailand today which is actually the Thai New Year. Songkarn is an official holiday throughout Thailand - there are parades, beauty pageants, singing, dancing in the streets and lots of water. Visitors should expect to become totally drenched - and love every minute of it! I wish I was there with some of my friends who has gone to Bangkok for this festival and the SKII circuit dance party.
